Narrative:

I was working local. Aircraft X was tagged for runway 20C; lined up on runway 20L in front of another aircraft. Aircraft X was lost in between the frequency. When I finally got him I gave him a 250 degree turn to join the runway 20C final to keep aircraft Y from running up his tail end. Aircraft Y said he was looking for him; but never had him. Aircraft X said he had been cleared for the left instead of the center. Both were IFR. I told my tower in charge controller in charge. I feel that no action was taken to report this due to the ATC staffing crisis and we can't afford to lose anyone to de-certification.

Narrative: I WAS WORKING LCL. ACFT X WAS TAGGED FOR RWY 20C; LINED UP ON RWY 20L IN FRONT OF ANOTHER ACFT. ACFT X WAS LOST IN BTWN THE FREQ. WHEN I FINALLY GOT HIM I GAVE HIM A 250 DEG TURN TO JOIN THE RWY 20C FINAL TO KEEP ACFT Y FROM RUNNING UP HIS TAIL END. ACFT Y SAID HE WAS LOOKING FOR HIM; BUT NEVER HAD HIM. ACFT X SAID HE HAD BEEN CLRED FOR THE L INSTEAD OF THE CTR. BOTH WERE IFR. I TOLD MY TWR IN CHARGE CIC. I FEEL THAT NO ACTION WAS TAKEN TO RPT THIS DUE TO THE ATC STAFFING CRISIS AND WE CAN'T AFFORD TO LOSE ANYONE TO DE-CERTIFICATION.
