Air carrier X inbound to cvg to FL290 was descended to FL240 for traffic at FL290. Air carrier Y at FL280 traffic was overlooked. Aircraft passed approximately 4.8 mi laterally as air carrier X was descending.

Narrative: ACR X INBOUND TO CVG TO FL290 WAS DSNDED TO FL240 FOR TFC AT FL290. ACR Y AT FL280 TFC WAS OVERLOOKED. ACFT PASSED APPROX 4.8 MI LATERALLY AS ACR X WAS DSNDING.
