Narrative:

En route to gye on UG437 we received a clearance from gye to leave FL330 to FL240 at XA47Z. Copilot dialed in FL240 and I confirmed FL240. We were 2 mins north of orola intersection sbound. I glanced at TCAS with no aircraft within 40 NM. We were in the clear; high and needed to get down fast. I just left FL330 and began to nose aircraft over for a high rate of descent. Out of nowhere; directly in front of us; at FL320 northbound; on UG437 another aircraft's light came on. Had I not looked out and caught sight of his lights there would have been a midair collision. The other aircraft never showed up on TCAS. We complained to gye ATC; only to be reconfirmed to descend to FL240. I asked to speak to a gye supervisor and explained the seriousness of the situation only to be reclred a third time to FL240. I never got to speak to a supervisor.

Narrative: ENRTE TO GYE ON UG437 WE RECEIVED A CLRNC FROM GYE TO LEAVE FL330 TO FL240 AT XA47Z. COPLT DIALED IN FL240 AND I CONFIRMED FL240. WE WERE 2 MINS N OF OROLA INTXN SBOUND. I GLANCED AT TCAS WITH NO ACFT WITHIN 40 NM. WE WERE IN THE CLR; HIGH AND NEEDED TO GET DOWN FAST. I JUST LEFT FL330 AND BEGAN TO NOSE ACFT OVER FOR A HIGH RATE OF DSCNT. OUT OF NOWHERE; DIRECTLY IN FRONT OF US; AT FL320 NBOUND; ON UG437 ANOTHER ACFT'S LIGHT CAME ON. HAD I NOT LOOKED OUT AND CAUGHT SIGHT OF HIS LIGHTS THERE WOULD HAVE BEEN A MIDAIR COLLISION. THE OTHER ACFT NEVER SHOWED UP ON TCAS. WE COMPLAINED TO GYE ATC; ONLY TO BE RECONFIRMED TO DSND TO FL240. I ASKED TO SPEAK TO A GYE SUPVR AND EXPLAINED THE SERIOUSNESS OF THE SITUATION ONLY TO BE RECLRED A THIRD TIME TO FL240. I NEVER GOT TO SPEAK TO A SUPVR.
