Narrative:

At XB56Z over cro, FL310, northbound to mia, as filed, in the clear, IFR flight plan, altimeter 29.92, level, responded to a RA to avoid a descending aircraft, type C441, registered XXX flying sbound. 1 min before, santo domingo ATC instructed us to turn 90 degrees to the left, no ICAO language stating 'immediately' was issued in the instruction from ATC. The conflicting traffic passed within 300 ft vertically slightly to the right and converging. We executed a 2000 FPM climb following the TCASII advisory. No injuries were reported.

THE CONFLICTING TFC PASSED WITHIN 300 FT VERTLY SLIGHTLY TO THE R AND CONVERGING. WE EXECUTED A 2000 FPM CLB FOLLOWING THE TCASII ADVISORY. NO INJURIES WERE RPTED.
