Narrative:

Upon arrival to the airport; the ATIS was reporting VFR conditions with light rain. Upon checking in with approach; we were notified that the airport was now IMC with 1 SM visibility in heavy rain. We performed an ILS approach to runway 8. About 50 ft above decision ht; we picked up the approach lights and proceeded. At approximately 150 ft AGL; we saw the runway. The touchdown was uneventful. About 2000 ft down the runway we hit a pool of standing water that rapidly decelerated the aircraft and throwing us both forward in our seats. During inspection of the airplane we noticed that there was damage to both flaps. They both had creases on the top side only in the area directly aft of the main landing gear wheels. I believe the damage was caused by standing water being kicked up from the main gear and striking the bottom aft side of the flaps with great pressure. The tower should supply runway condition reports during periods of heavy rain or any time standing water is present. I plan not to take off or land during periods of heavy rain and visibilities of less than 2 SM at lancaster due to the history of standing water unless runway condition reports are supplied.

Title: AN LJ60 LNDG AT LSN EXPERIENCED DAMAGE TO THE TRAILING EDGE FLAPS WHEN STANDING WATER ON THE RWY WAS THROWN UP FROM THE LNDG GEAR.

Narrative: UPON ARR TO THE ARPT; THE ATIS WAS RPTING VFR CONDITIONS WITH LIGHT RAIN. UPON CHKING IN WITH APCH; WE WERE NOTIFIED THAT THE ARPT WAS NOW IMC WITH 1 SM VISIBILITY IN HVY RAIN. WE PERFORMED AN ILS APCH TO RWY 8. ABOUT 50 FT ABOVE DECISION HT; WE PICKED UP THE APCH LIGHTS AND PROCEEDED. AT APPROX 150 FT AGL; WE SAW THE RWY. THE TOUCHDOWN WAS UNEVENTFUL. ABOUT 2000 FT DOWN THE RWY WE HIT A POOL OF STANDING WATER THAT RAPIDLY DECELERATED THE ACFT AND THROWING US BOTH FORWARD IN OUR SEATS. DURING INSPECTION OF THE AIRPLANE WE NOTICED THAT THERE WAS DAMAGE TO BOTH FLAPS. THEY BOTH HAD CREASES ON THE TOP SIDE ONLY IN THE AREA DIRECTLY AFT OF THE MAIN LNDG GEAR WHEELS. I BELIEVE THE DAMAGE WAS CAUSED BY STANDING WATER BEING KICKED UP FROM THE MAIN GEAR AND STRIKING THE BOTTOM AFT SIDE OF THE FLAPS WITH GREAT PRESSURE. THE TWR SHOULD SUPPLY RWY CONDITION RPTS DURING PERIODS OF HVY RAIN OR ANY TIME STANDING WATER IS PRESENT. I PLAN NOT TO TAKE OFF OR LAND DURING PERIODS OF HVY RAIN AND VISIBILITIES OF LESS THAN 2 SM AT LANCASTER DUE TO THE HISTORY OF STANDING WATER UNLESS RWY CONDITION RPTS ARE SUPPLIED.
