First aircraft #2 was cleared to cross runway 4 on taxiway H; then before he crossed; aircraft #1 was cleared for takeoff. Aircraft #1 did not appear to move; but aborted his takeoff without incident.

Narrative: FIRST ACFT #2 WAS CLRED TO CROSS RWY 4 ON TXWY H; THEN BEFORE HE CROSSED; ACFT #1 WAS CLRED FOR TKOF. ACFT #1 DID NOT APPEAR TO MOVE; BUT ABORTED HIS TKOF WITHOUT INCIDENT.
