Narrative:

On approach to ewr we were cleared direct to teb VOR. Inbound to teb we were told to expect vectors off localizer. When we arrived over teb the radio frequency was busy. Having not received a heading or a clearance past teb; I turned toward the airport. I thought we would be vectored off the localizer later to accommodate traffic. I saw an aircraft inbound to ewr pass below our altitude; we had a loss of separation with this aircraft. There was no TCAS TA or RA. No evasive actions were taken. We were advised of loss of separation by ATC after landing. Supplemental information from acn 690580: ATC told us to expect a turn through the localizer of runway 22L.
