Narrative:

I was on my 4TH day in a row of early; long (6-8 landing) days; 7TH leg of the day; approaching ogg on the ILS to runway 2. There were multiple cells of bad WX in the vicinity; winds reported variable greater than 30 KT gusts. ATC gave us to tower; who told us they were turning airport around; enter left downwind runway 20 at 3000 ft AGL; then make short approach. We had 30+ KT tailwind on base; windshear in the flare. Captain (PF) executed go around. We informed the tower; who handed us to departure control. They were stressed because they had 3 heavies inbound to runway 20 and now had to deal with them and us while turning the airport around again and runway 2. He vectored us up into IMC at 4000 ft; then towards high terrain and into a cell. I think he then forgot about us. Very heavy workload for him and us; plus they had had a fatal accident in similar conditions recently. I told him we were approaching bingo fuel and he started yelling that we were on the wrong heading. Either he forgot us; he was stepped on; or we had turned to wrong heading. I don't know which. If we didn't read back; or he saw we were not on correct heading; he should have said something right away.

Title: B717 FLT CREW EXECUTED GAR DURING RWY CHANGE AT OGG BECAUSE OF WIND CONDITIONS; THEN BECOMES CONCERNED AFTER ENTERING CLOUDS AND HEADING TOWARD HIGH TERRAIN. CTLR CLAIMS THAT THE FLT CREW FLEW WRONG HDG.

Narrative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
