Safety issues at delaware, oh, municipal (dlz): 1) PAPI lights for runway 28 inoperative for 60 days or more. 2) REIL lights for runway 10 inoperative for 60 days or more. 3) tree obstructions off the end of runway 28 exceed the part 77 slope ratio of 34:1. 4) deer on runway more frequently. Airport is not fenced. 5) access drive to the airport is open 24 hours a day. Cars can drive directly onto runway. No warning signs, fence, or closed gate. 6) NDB inoperative last 30 days. Callback conversation with dlz airport manager revealed the following information: the safety items mentioned by the reporter are all being looked into: 1) PAPI lights runway 28 -- (1 & 2) estimates on repairs are pending, until repaired. 2) REIL lights runway 10 -- outage will be notamed. 3) NDB -- lightning strike caused extensive damage, repair work to commence in approximately 2 weeks, presently notamed 'inoperative.' 4) runway 28 tree obstruction -- this item has been reported to the state, waiting for a response. 5) deer on runway, airport fencing, airport security -- deer are a problem! Funds for airport fencing have been allocated, with an estimated start of installation beginning in 2003.
