Narrative:

Departed ism on runway 15 in VFR. Climbed to 700 ft; turned right heading 210 degrees. Climbed to 2500 ft clear of ism class D airspace to the southwest. Turned right heading 270 degrees level at 2500 ft. Cloud bases were approximately 3500 ft. When we were 6 mi west; T-6 texan came from our left to right just below us in a near midair collision situation. T-6 was in my blind spot (from right seat). T-6 took evasive action and dove. We didn't even have time to react. We were still monitoring tower and heard the T-6 then call inbound. I believe that all aircraft should call inbound at 10 NM.

Narrative: DEPARTED ISM ON RWY 15 IN VFR. CLBED TO 700 FT; TURNED R HDG 210 DEGS. CLBED TO 2500 FT CLR OF ISM CLASS D AIRSPACE TO THE SW. TURNED R HDG 270 DEGS LEVEL AT 2500 FT. WE DIDN'T EVEN HAVE TIME TO REACT. WE WERE STILL MONITORING TWR AND HEARD THE T-6 THEN CALL INBOUND. I BELIEVE THAT ALL ACFT SHOULD CALL INBOUND AT 10 NM.
