Narrative:

Departing jfk on the jfk 9 canarsie climb. PF was first officer. Took off; turned left to the cri VOR. On check-in with departure; leveloff altitude was changed from 5000 ft to 4000 ft. The crew cleaned up the aircraft on schedule. The PF called for speed intervene of 250 KTS. PNF selected a heading to intercept the cri 176 degree radial prior to reaching the cri VOR. PF began a left turn while leveling at 4000 ft. The aircraft crossed the cri VOR in the turn. While rolling out on a heading to intercept the 176 degree radial; departure called and asked which departure we were doing. The PNF responded that we were on the jfk 9 canarsie. Departure responded with 'not even close!' the crew checked the 20-3A page; the HSI; and VOR in order to determine what was wrong. The PNF told departure that we were going out the 176 degree radial and to confirm that was correct for the canarsie climb. Departure responded to the effect that we were supposed to 'track it outbound.' while this was going on; the PF ballooned to approximately 4300 ft. When the PF saw the error; he descended back towards 4000 ft. Departure then called and said that 'you busted 4000 ft. Climb to 5000 ft' and gave us a left turn to 090 degrees. The remainder of the departure/flight was unremarkable. Supplemental information from acn 686337: the problem for us could have been avoided if we had briefed and programmed the LNAV with runway 31L cri 176 degree radial/20 (pilot constructed) and flown this after takeoff. This would have anticipated the turn for us and kept us on track exactly.

PF BEGAN A L TURN WHILE LEVELING AT 4000 FT. THE ACFT CROSSED THE CRI VOR IN THE TURN. WHILE ROLLING OUT ON A HDG TO INTERCEPT THE 176 DEG RADIAL; DEP CALLED AND ASKED WHICH DEP WE WERE DOING. THE PNF RESPONDED THAT WE WERE ON THE JFK 9 CANARSIE. DEP RESPONDED WITH 'NOT EVEN CLOSE!' THE CREW CHKED THE 20-3A PAGE; THE HSI; AND VOR IN ORDER TO DETERMINE WHAT WAS WRONG. THE PNF TOLD DEP THAT WE WERE GOING OUT THE 176 DEG RADIAL AND TO CONFIRM THAT WAS CORRECT FOR THE CANARSIE CLB. DEP RESPONDED TO THE EFFECT THAT WE WERE SUPPOSED TO 'TRACK IT OUTBOUND.' SUPPLEMENTAL INFO FROM ACN 686337: THE PROB FOR US COULD HAVE BEEN AVOIDED IF WE HAD BRIEFED AND PROGRAMMED THE LNAV WITH RWY 31L CRI 176 DEG RADIAL/20 (PLT CONSTRUCTED) AND FLOWN THIS AFTER TKOF. THIS WOULD HAVE ANTICIPATED THE TURN FOR US AND KEPT US ON TRACK EXACTLY.
