Narrative:

During initial preflight in sna; the first officer found that the #1 stall warning system did not test. We contacted maintenance control in ZZZ describing the aircraft malfunction. They said contract maintenance would come out to the gate to take care of the required maintenance procedures concerning the MEL and all required entries into the maintenance logbook. After the contract mechanic talked to maintenance control for over 15 mins while reviewing the MEL item in the MEL book; he told us he had completed all requirements applicable to the MEL(south). I asked him pointedly; if he had any questions about his responsibilities to complete all the maintenance actions in regard to the MEL's; or if he needed any more guidance from maintenance control. No; he said; 'captain; I have it all under control; and everything is taken care of....' after flying the jet to sea and leaving the jet for the next crew who were heading to phx; maintenance came out to the gate to pull the 'white' pages from the maintenance logbook; the mechanic determined that the contract mechanic did not properly complete all the required actions regarding the inoperative equipment; #1 stall warning system inoperative (MEL 27-13C) which also triggers MEL 27-12.
