Narrative:

In cruise at FL350. In clouds with all anti-ice on and functioning. Pressurization flow light came on. Noticed left pack with no flow and cabin climbing at 500 FPM. Advised ATC we needed lower 'now.' received clearance to FL310. Pulled out QRH; then noticed that other pack flow had dropped to nothing. Advised we needed lower; then declared an emergency and advised we were descending to 15000 ft. Cabin reached as high as 9000 ft. About FL250 packs resumed operation. We leveled at FL220 and terminated emergency status. Continued to destination at FL230. Maintenance replaced water separator bags that were very wet that they believed might have frozen.

CONTINUED TO DEST AT FL230. MAINT REPLACED WATER SEPARATOR BAGS THAT WERE VERY WET THAT THEY BELIEVED MIGHT HAVE FROZEN.
