Narrative:

Aircraft was released from twf. The aircraft never contacted center when instructed. The aircraft also never turned their transponder on. I called twf approach after a while to find out what the status of the aircraft was. They said they instructed the aircraft to contact center a while ago. I broadcast in the blind and the aircraft answered. I asked his position and altitude. He reported around 40 mi north of ogd at which time his transponder came on. He was within another sector's airspace at that time.

Title: E120 DEP FROM TWF FAILED TO CONTACT ZLC.

Narrative: ACFT WAS RELEASED FROM TWF. THE ACFT NEVER CONTACTED CENTER WHEN INSTRUCTED. THE ACFT ALSO NEVER TURNED THEIR TRANSPONDER ON. I CALLED TWF APCH AFTER A WHILE TO FIND OUT WHAT THE STATUS OF THE ACFT WAS. THEY SAID THEY INSTRUCTED THE ACFT TO CONTACT CENTER A WHILE AGO. I BROADCAST IN THE BLIND AND THE ACFT ANSWERED. I ASKED HIS POSITION AND ALT. HE REPORTED AROUND 40 MI N OF OGD AT WHICH TIME HIS TRANSPONDER CAME ON. HE WAS WITHIN ANOTHER SECTOR'S AIRSPACE AT THAT TIME.
