Narrative:

We received taxi instructions from ground control at mke to taxi out via taxiway K and runway 13 to runway 25L. This was an originator so an ice test was required for the first flight of the day. I reviewed the taxiway diagram to ensure that we would cross runways 19R&left before turning onto runway 13 on our way to runway 25L. I have taken off from runway 25L numerous times; however; I was always instructed to taxi via taxiway M; which has a very clearly depicted hold short line approaching runway 25L. Today; however; we went via runway 13. Once we were on runway 13; I instructed the first officer to advise tower that we would need to do a system test. He instructed us to hold our position. Up to this point; I was scanning ahead attempting to see the taxiway that exits runway 13 and connects to runway 25L. Furthermore; I was preoccupied with completing the ice test in a timely manner. After tower instructed us to hold our position; we completed the ice test and we completed our before takeoff checklist. That's when I noticed that we were holding short of the runway 25L hold short line which is actually on runway 13. This is depicted in the airport diagram in a very small and inconspicuous inset at the bottom r-hand corner of the 10-9 chart. There is no corresponding 'hot spot' marking for this hold short line; however; there needs to be! I advised tower that had he not told us to hold our position when we asked to do our system test; we would have crossed this hold short line inadvertently. He responded that there have been problems in the past.

I HAVE TAKEN OFF FROM RWY 25L NUMEROUS TIMES; HOWEVER; I WAS ALWAYS INSTRUCTED TO TAXI VIA TXWY M; WHICH HAS A VERY CLRLY DEPICTED HOLD SHORT LINE APCHING RWY 25L. TODAY; HOWEVER; WE WENT VIA RWY 13. ONCE WE WERE ON RWY 13; I INSTRUCTED THE FO TO ADVISE TWR THAT WE WOULD NEED TO DO A SYS TEST. HE INSTRUCTED US TO HOLD OUR POS. UP TO THIS POINT; I WAS SCANNING AHEAD ATTEMPTING TO SEE THE TXWY THAT EXITS RWY 13 AND CONNECTS TO RWY 25L. FURTHERMORE; I WAS PREOCCUPIED WITH COMPLETING THE ICE TEST IN A TIMELY MANNER. AFTER TWR INSTRUCTED US TO HOLD OUR POS; WE COMPLETED THE ICE TEST AND WE COMPLETED OUR BEFORE TKOF CHKLIST. THAT'S WHEN I NOTICED THAT WE WERE HOLDING SHORT OF THE RWY 25L HOLD SHORT LINE WHICH IS ACTUALLY ON RWY 13. THIS IS DEPICTED IN THE ARPT DIAGRAM IN A VERY SMALL AND INCONSPICUOUS INSET AT THE BOTTOM R-HAND CORNER OF THE 10-9 CHART. THERE IS NO CORRESPONDING 'HOT SPOT' MARKING FOR THIS HOLD SHORT LINE; HOWEVER; THERE NEEDS TO BE! I ADVISED TWR THAT HAD HE NOT TOLD US TO HOLD OUR POS WHEN WE ASKED TO DO OUR SYS TEST; WE WOULD HAVE CROSSED THIS HOLD SHORT LINE INADVERTENTLY. HE RESPONDED THAT THERE HAVE BEEN PROBS IN THE PAST.
