Narrative:
Air carrier X was assigned FL330. I noticed air carrier X's descent rate looked like the aircraft would pass through FL330. I asked air carrier X to verify altitude assigned as FL330 and noticed his mode C was showing FL328. I took corrective action; but separation was lost with an aircraft at FL320.

Title: ZDC CTLR EXPERIENCED OPERROR AT FL320 WHEN FAILING TO RECOGNIZE THE DEVELOPING LOSS OF SEPARATION AS ACFT DSNDED AT A RAPID RATE.
Narrative: ACR X WAS ASSIGNED FL330. I NOTICED ACR X'S DSCNT RATE LOOKED LIKE THE ACFT WOULD PASS THROUGH FL330. I ASKED ACR X TO VERIFY ALT ASSIGNED AS FL330 AND NOTICED HIS MODE C WAS SHOWING FL328. I TOOK CORRECTIVE ACTION; BUT SEPARATION WAS LOST WITH AN ACFT AT FL320.
