Narrative:

Gate area was properly cleared for parking. Just a few feet prior to our final parking position while the aircraft was still moving I noted the forward cargo door opened light was illuminated. The aircraft was stopped and the first officer immediately confirmed the baggage loader was at the forward cargo directly in front of the right engine. This is a persistent problem at mia; an aircraft is going to get damaged and/or someone is going to get hurt.

Title: A B737-800 PLT COMMENTS ON HIS ACR'S MIA GND CREW OPENING THE FWD CARGO DOOR AS THE ACFT IS APCHING THE GATE WITH ENGINES RUNNING.

Narrative: GATE AREA WAS PROPERLY CLRED FOR PARKING. JUST A FEW FEET PRIOR TO OUR FINAL PARKING POS WHILE THE ACFT WAS STILL MOVING I NOTED THE FORWARD CARGO DOOR OPENED LIGHT WAS ILLUMINATED. THE ACFT WAS STOPPED AND THE FO IMMEDIATELY CONFIRMED THE BAGGAGE LOADER WAS AT THE FORWARD CARGO DIRECTLY IN FRONT OF THE R ENGINE. THIS IS A PERSISTENT PROB AT MIA; AN ACFT IS GOING TO GET DAMAGED AND/OR SOMEONE IS GOING TO GET HURT.
