Narrative:

This is the second report submitted for the same subject on the same day for mia ramp operations. Gate area was properly prepared for parking using the safe gate parking system. Immediately upon stopping as directed by the parking system the first officer noted a baggage loader in position at the forward cargo door and the forward cargo door light indicated open. I immediately parked the brake and shut down the right engine. The loader must have been moving toward the forward cargo door even as the aircraft was moving the final few feet. In addition to the obvious risk to the ground crew and aircraft; the danger may be amplified by potential interference the loader may have with the safe gate parking system. This is a persistent problem! Poor ground crew training and supervision.

Title: A B737-800 PLT COMMENTS ON HIS ACR'S MIA GND CREW OPENING THE FWD CARGO DOOR AS THE ACFT IS APCHING THE GATE WITH ENGS RUNNING. SECOND INCIDENT IN ONE DAY.

Narrative: THIS IS THE SECOND RPT SUBMITTED FOR THE SAME SUBJECT ON THE SAME DAY FOR MIA RAMP OPS. GATE AREA WAS PROPERLY PREPARED FOR PARKING USING THE SAFE GATE PARKING SYSTEM. IMMEDIATELY UPON STOPPING AS DIRECTED BY THE PARKING SYSTEM THE FO NOTED A BAGGAGE LOADER IN POSITION AT THE FORWARD CARGO DOOR AND THE FORWARD CARGO DOOR LIGHT INDICATED OPEN. I IMMEDIATELY PARKED THE BRAKE AND SHUT DOWN THE R ENGINE. THE LOADER MUST HAVE BEEN MOVING TOWARD THE FORWARD CARGO DOOR EVEN AS THE ACFT WAS MOVING THE FINAL FEW FEET. IN ADDITION TO THE OBVIOUS RISK TO THE GND CREW AND ACFT; THE DANGER MAY BE AMPLIFIED BY POTENTIAL INTERFERENCE THE LOADER MAY HAVE WITH THE SAFE GATE PARKING SYSTEM. THIS IS A PERSISTENT PROB! POOR GND CREW TRAINING AND SUPERVISION.
