Narrative:

I was working dallas south radar position and had taken a radar handoff on aircraft X (B350) from dallas north. Aircraft X had departed ads and was assigned 130 degrees and 3000 ft MSL. Aircraft Y departed dal and the SOP for jets departing dal is 130 des and 5000 ft MSL. Aircraft Y turned left to return to dal due to gear problems and for some reason leveled at 3000 ft MSL causing conflict with aircraft X who was still on dallas north's frequency.
