Narrative:

On landing roll on runway 22L; tower says no acknowledgement needed; exit runway 22L via taxiway V and to hold short of runway 22R. As we exit runway 22L; tower says 'keep it rolling; stay with me; ground on the other side.' I read back the clearance and looked down runway 22R. I saw another airplane; but due to the lighting conditions could not determine if the airplane was moving. As we started to taxi across the runway; the airplane rotated and asked if that was planned. The tower said 'ah no;' and upon clearing the runway gave us the tower supervisor's phone number. Certain of what we heard; the captain told him to mark the tape. Upon reaching the gate; the captain called the tower supervisor and listened to the tape. According to the captain; the tape was of poor quality and did not sound like us. Nowhere on the tape could you hear the captain tell the controller to mark the tape. As per company procedures; we opened the cvr circuit breaker; made a write-up in the logbook; and notified our company maintenance. I believe the tower controller thought the airplane departing runway 22R would be airborne by the time we cleared runway 22L and would allow us to continue to taxi without stopping; thus; the clearance was given. But it rotated later after we had already entered runway 22R. Supplemental information from acn 675690: I was working the local control position at ewr. I cleared an aircraft on runway 22R for takeoff. An aircraft was told to hold short of runway 22R at taxiway V and then subsequently crossed runway 22R at taxiway V without being told to do so.

Title: B737 LNDG RWY 22L AT EWR RECEIVED CLRNC TO CROSS RWY 22R AND THEN OBSERVED DEP ACFT ROTATING FROM RWY 22R.

Narrative: ON LNDG ROLL ON RWY 22L; TWR SAYS NO ACKNOWLEDGEMENT NEEDED; EXIT RWY 22L VIA TXWY V AND TO HOLD SHORT OF RWY 22R. AS WE EXIT RWY 22L; TWR SAYS 'KEEP IT ROLLING; STAY WITH ME; GND ON THE OTHER SIDE.' I READ BACK THE CLRNC AND LOOKED DOWN RWY 22R. I SAW ANOTHER AIRPLANE; BUT DUE TO THE LIGHTING CONDITIONS COULD NOT DETERMINE IF THE AIRPLANE WAS MOVING. AS WE STARTED TO TAXI ACROSS THE RWY; THE AIRPLANE ROTATED AND ASKED IF THAT WAS PLANNED. THE TWR SAID 'AH NO;' AND UPON CLRING THE RWY GAVE US THE TWR SUPVR'S PHONE NUMBER. CERTAIN OF WHAT WE HEARD; THE CAPT TOLD HIM TO MARK THE TAPE. I BELIEVE THE TWR CTLR THOUGHT THE AIRPLANE DEPARTING RWY 22R WOULD BE AIRBORNE BY THE TIME WE CLRED RWY 22L AND WOULD ALLOW US TO CONTINUE TO TAXI WITHOUT STOPPING; THUS; THE CLRNC WAS GIVEN. BUT IT ROTATED LATER AFTER WE HAD ALREADY ENTERED RWY 22R. SUPPLEMENTAL INFO FROM ACN 675690: I WAS WORKING THE LCL CTL POS AT EWR. I CLRED AN ACFT ON RWY 22R FOR TKOF. AN ACFT WAS TOLD TO HOLD SHORT OF RWY 22R AT TXWY V AND THEN SUBSEQUENTLY CROSSED RWY 22R AT TXWY V WITHOUT BEING TOLD TO DO SO.
