Narrative:

Aircraft #1 was sebound level at FL290. Aircraft #2 was initially being stepped up under. I determined that aircraft #1 should not be a factor so aircraft #2 was issued further climb. Once idented as not being sufficient to clear aircraft #1; aircraft #2 was stopped at FL280. Aircraft #2's climb rate and need for reversed made aircraft 32 go through FL280.aircraft 2 mode C indicated FL293 when aircraft reported level. Aircraft had 5 mi lateral as determined by range/bearing feature in dsr. Odep had activated but it was determined report was in time to maintain legal separation of 5 mi or 1000 ft.

ODEP HAD ACTIVATED BUT IT WAS DETERMINED RPT WAS IN TIME TO MAINTAIN LEGAL SEPARATION OF 5 MI OR 1000 FT.
