On climb out; got left and right AC 'supply temperature high' lights. Initiated communication (checklist). Flight attendants reported smoke in cabin. Initiated fire/smoke checklist. Declared emergency. Oxygen mask; goggles; impaired communication within cockpit and with ATC. Set up for ILS back to runway 12R at ZZZ. Briefed flight attendants for emergency return to ZZZ. Got forward cargo door light 3 times prior to landing. Smoke dissipated after airfoil anti-ice and both AC packs turned off. Flight attendants reported 'hot air' still coming into cabin through AC ducts above bins. Landed on runway 12R at ZZZ. Fire support checked aircraft and forward cargo -- nothing unusual noted. Returned to gate.
