Narrative:
Did not reactivate #1 engine thrust reverser after completion of service check. Aircraft was turned over from second shift before I arrived. After completing remaining #1 engine open items; another amt helped me close thrust reverser and engine cowling. I performed a walkaround check of all cowling and panels for security on engine. Went upstairs and signed open items. While signing off paperwork; decided to verify thrust reversers were deactivated because I had not closed that panel. Got distraction with another open item on aircraft and neglected to rechk thrust reverser; which was an error in judgement.

Title: AN MD90 WAS DISPATCHED WITH THE #1 THRUST REVERSER DEACTIVATED. LOCKOUT PIN INSTALLED FOR SVC CHK AND NOT REMOVED. NO REVERSING ON LNDG.
Narrative: DID NOT REACTIVATE #1 ENG THRUST REVERSER AFTER COMPLETION OF SVC CHK. ACFT WAS TURNED OVER FROM SECOND SHIFT BEFORE I ARRIVED. AFTER COMPLETING REMAINING #1 ENG OPEN ITEMS; ANOTHER AMT HELPED ME CLOSE THRUST REVERSER AND ENG COWLING. I PERFORMED A WALKAROUND CHK OF ALL COWLING AND PANELS FOR SECURITY ON ENG. WENT UPSTAIRS AND SIGNED OPEN ITEMS. WHILE SIGNING OFF PAPERWORK; DECIDED TO VERIFY THRUST REVERSERS WERE DEACTIVATED BECAUSE I HAD NOT CLOSED THAT PANEL. GOT DISTR WITH ANOTHER OPEN ITEM ON ACFT AND NEGLECTED TO RECHK THRUST REVERSER; WHICH WAS AN ERROR IN JUDGEMENT.
