Narrative:

Arriving via the new phx approach arrival procedure for sdl from the west we received an RA and descended to avoid the conflict approximately 700 ft. TCAS alerted us to the aircraft traveling westbound at our assigned altitude of 6000 ft. We were over surprise; az; eastbound IFR into sdl. Visual contact was made with the aircraft as it passed overhead. The new arrival from tiron intersection eastbound to sdl takes aircraft directly through student training areas and balloon operation areas. Approach fails to keep light turbojet aircraft in the class B; and descends them below it into heavy traffic areas. This is not a safe routing. Trip review and debrief on the ground revealed a 20 day overdue fire extinguisher weigh/cert for 135 operations. Current segment was part 91. Dom notified of the oversight; corrective action taken to cert cabin bottles. Callback conversation with reporter revealed the following information: the reporter stated that the procedure in question is not a 'published' or 'charted' procedure; but one that has been recently utilized by P50 controllers to route aircraft into sdl from the west. The reporter suggested that two vector techniques were used by the controllers. The first; and preferable; was a vector south of dvt airport. The less desirable was a vector north of dvt. The reporter stated the north vector technique placed the aircraft in the practice area(south) of numerous flight schools as well as balloon operations areas. The reporter stated that he was aware that ATC had no requirement to keep sdl arrivals in the class B but that such a technique would keep the route clear of the traffic mentioned above.

THE RPTR STATED THE N VECTOR TECHNIQUE PLACED THE ACFT IN THE PRACTICE AREA(S) OF NUMEROUS FLT SCHOOLS AS WELL AS BALLOON OPS AREAS. THE RPTR STATED THAT HE WAS AWARE THAT ATC HAD NO REQUIREMENT TO KEEP SDL ARRIVALS IN THE CLASS B BUT THAT SUCH A TECHNIQUE WOULD KEEP THE ROUTE CLR OF THE TFC MENTIONED ABOVE.
