Narrative:

On initial flap extension, trailing edge flaps failed. Complied with checklist. Full leading edge slats could be achieved, but flaps stayed at zero. Declared emergency, landed uneventfully. Callback conversation with reporter revealed the following information: the reporter stated the corrective action taken by maintenance was replacement of the actuator control electronics unit. The reporter stated the airplane is new and has reported flap extension and retraction problems.

Title: AN EMB170 ON APCH AT 3000 FT DECLARED AN EMER DUE TO THE TRAILING EDGE FLAPS FAILED TO EXTEND AND REMAINED AT '0 DEGS.' THEY HAD FULL LEADING EDGE SLAT EXTENSION.

Narrative: ON INITIAL FLAP EXTENSION, TRAILING EDGE FLAPS FAILED. COMPLIED WITH CHKLIST. FULL LEADING EDGE SLATS COULD BE ACHIEVED, BUT FLAPS STAYED AT ZERO. DECLARED EMER, LANDED UNEVENTFULLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CORRECTIVE ACTION TAKEN BY MAINT WAS REPLACEMENT OF THE ACTUATOR CTL ELECTRONICS UNIT. THE RPTR STATED THE AIRPLANE IS NEW AND HAS RPTED FLAP EXTENSION AND RETRACTION PROBS.
