Narrative:

I left ajo for a cross country. My first leg was to sna where I made a touch-and-go. After my touch-and-go, tower asked my intentions and I told him that I was going to lgb as my next airport for landing. He gave me a vector and switched me off to ATC. Next, I was being told to fly for a runway for a left base entry. The WX was reported below minimums at lgb. Since I did not bring my IFR approach plates, I told the approach controller that I would like to go to bur instead. He told me to fly to the south around lgb and then switched me to a new ATC controller. The new ATC person asked my route of flight and I told him bur. He came back with me to enter the special flight rules and squawk XXXX. Then he asked me if I was familiar with it. I asked him if I was to follow the vny VOR on the 140 degree radial and he didn't say anything but for me to contact another controller and to maintain 4500 ft and squawk XXXX. This was the time that I was confused and didn't know what they meant. They need to be more clear. Even though I don't have experience doing this, there has to be a first time that you learn. Sometime between when I squawked XXXX and talked to the controller is when I think there was a problem. But I didn't see any plane. I was then told that I could have been in a possible pilot deviation and had to contact TRACON. When I landed, I contacted them and gave TRACON my information. Callback conversation with reporter revealed the following information: the pilot stated that after filing the ASRS report, the FAA did not know what action was going to be taken. He did cross the class B airspace at 4500 ft in radar contact but not on the routing that was expected. He misunderstood the clearance and even after asking specifically for clarification was still confused and so proceeded where he thought he was cleared. That turned out to be across the ILS final approach courses of 4 parallel runways. ATC reviewed his case and could not locate the radio tapes of his flight vectoring or the clearance he received. The pilot will undergo remedial training, but no violation is being filed.

Title: A C150 PLT MISINTERPED ATC INSTRUCTIONS AND TRANSITED CLASS B AIRSPACE ALONG AN INCORRECT ROUTING.

NEXT, I WAS BEING TOLD TO FLY FOR A RWY FOR A L BASE ENTRY. THE WX WAS RPTED BELOW MINIMUMS AT LGB. SINCE I DID NOT BRING MY IFR APCH PLATES, I TOLD THE APCH CTLR THAT I WOULD LIKE TO GO TO BUR INSTEAD. HE TOLD ME TO FLY TO THE S AROUND LGB AND THEN SWITCHED ME TO A NEW ATC CTLR. THE NEW ATC PERSON ASKED MY RTE OF FLT AND I TOLD HIM BUR. HE CAME BACK WITH ME TO ENTER THE SPECIAL FLT RULES AND SQUAWK XXXX. THEN HE ASKED ME IF I WAS FAMILIAR WITH IT. I ASKED HIM IF I WAS TO FOLLOW THE VNY VOR ON THE 140 DEG RADIAL AND HE DIDN'T SAY ANYTHING BUT FOR ME TO CONTACT ANOTHER CTLR AND TO MAINTAIN 4500 FT AND SQUAWK XXXX. SOMETIME BTWN WHEN I SQUAWKED XXXX AND TALKED TO THE CTLR IS WHEN I THINK THERE WAS A PROB. BUT I DIDN'T SEE ANY PLANE. I WAS THEN TOLD THAT I COULD HAVE BEEN IN A POSSIBLE PLTDEV AND HAD TO CONTACT TRACON. WHEN I LANDED, I CONTACTED THEM AND GAVE TRACON MY INFO. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PLT STATED THAT AFTER FILING THE ASRS RPT, THE FAA DID NOT KNOW WHAT ACTION WAS GOING TO BE TAKEN. HE DID CROSS THE CLASS B AIRSPACE AT 4500 FT IN RADAR CONTACT BUT NOT ON THE ROUTING THAT WAS EXPECTED. HE MISUNDERSTOOD THE CLRNC AND EVEN AFTER ASKING SPECIFICALLY FOR CLARIFICATION WAS STILL CONFUSED AND SO PROCEEDED WHERE HE THOUGHT HE WAS CLRED. THAT TURNED OUT TO BE ACROSS THE ILS FINAL APCH COURSES OF 4 PARALLEL RWYS. ATC REVIEWED HIS CASE AND COULD NOT LOCATE THE RADIO TAPES OF HIS FLT VECTORING OR THE CLRNC HE RECEIVED. THE PILOT WILL UNDERGO REMEDIAL TRAINING, BUT NO VIOLATION IS BEING FILED.
