Narrative:

We were #1 holding short of runway 15L, and we both heard tower clear us into position and hold. Her transmission was slightly garbled, so first officer read back clearance slowly and clearly. Tower did not disagree with readback, so we understood that we were cleared into position. After crossing hold line about 20 ft, we noticed the aircraft ahead of us had not begun takeoff, so we stopped and asked tower if we were cleared into position. She said: negative, hold your position. About 1 min later, we were cleared into position without further problem.

Title: A B737 FLT CREW HEARD AND READ BACK TIPH. AFTER NOTICING AN ACFT ON RWY, THE FLT CREW ASKED IAH TWR FOR CONFIRMATION AND FIND OUT CLRNC WAS NOT FOR THEM.

AFTER XING HOLD LINE ABOUT 20 FT, WE NOTICED THE ACFT AHEAD OF US HAD NOT BEGUN TKOF, SO WE STOPPED AND ASKED TWR IF WE WERE CLRED INTO POS. SHE SAID: NEGATIVE, HOLD YOUR POS. ABOUT 1 MIN LATER, WE WERE CLRED INTO POS WITHOUT FURTHER PROB.
