Narrative:

I planned to fly VFR from monroe regulation'l to ruston municipal. After getting information from ATIS I called clearance delivery. I told clearance delivery I would be flying VFR to ruston at 2000'. They told me to taxi to runway 17. It was then that I noticed my radio was not receiving well. There was an excessive amount of static. I repeated my last 3 tail #'south and began to taxi to 17. Being unfamiliar with the airport I stopped at taxiway B to orient myself as to where runway 17 was. When I looked to my left I noticed runway 13 in bright white paint and saw another runway intersecting 13 that had faded, indistinct markings. I then thought that runway 13 was in front of me and I had to cross it to get to runway 17, so I turned onto taxiway B. Clearance delivery called me and said that I was on taxiway B, gave me the remaining runway length for 17, and asked if I would like to depart from that point. I called back and said that would be fine. They then said I was clear to continue my taxi to 17 and hold short. With this in mind, I crossed the hold short line to cross 17, which I thought was 13. Clearance delivery then made me aware that 17 was actually in front of me. I immediately applied brakes, held my position, and did my run-up. To my knowledge I turned to monroe tower and called. After 2 calls I didn't hear a reply, just heavy static. On the third call I heard a reply, but it was very unclear. As I sat there waiting I called back and asked if they had cleared me to depart 17. At that point I heard what was to my understanding a clearance for me to depart 17. Before moving I called back and told them that I was departing 17. Hearing no response I taxied onto the central runway and began my takeoff roll. At that point I heard another aircraft, which was an small aircraft, call go around. As I climbed out I noticed the small aircraft at my 2 O'clock, turning right crosswind for 17. As I continued my standard rate climb I then, to my knowledge, was handed off to departure, who told me to continue on course heading. After answering I started my standard right-hand turn toward ruston when departure called back and told me to go back to my runway heading because of inbound traffic. I then immediately turned back to my original heading of 17. After getting traffic in sight, departure told me to continue on course to ruston and gave me control tower's phone # and to notify them when I arrived in ruston.

BEING UNFAMILIAR WITH THE ARPT I STOPPED AT TXWY B TO ORIENT MYSELF AS TO WHERE RWY 17 WAS. WHEN I LOOKED TO MY LEFT I NOTICED RWY 13 IN BRIGHT WHITE PAINT AND SAW ANOTHER RWY INTERSECTING 13 THAT HAD FADED, INDISTINCT MARKINGS. I THEN THOUGHT THAT RWY 13 WAS IN FRONT OF ME AND I HAD TO CROSS IT TO GET TO RWY 17, SO I TURNED ONTO TXWY B. CLRNC DELIVERY CALLED ME AND SAID THAT I WAS ON TXWY B, GAVE ME THE REMAINING RWY LENGTH FOR 17, AND ASKED IF I WOULD LIKE TO DEPART FROM THAT POINT. I CALLED BACK AND SAID THAT WOULD BE FINE. THEY THEN SAID I WAS CLR TO CONTINUE MY TAXI TO 17 AND HOLD SHORT. WITH THIS IN MIND, I CROSSED THE HOLD SHORT LINE TO CROSS 17, WHICH I THOUGHT WAS 13. CLRNC DELIVERY THEN MADE ME AWARE THAT 17 WAS ACTUALLY IN FRONT OF ME. I IMMEDIATELY APPLIED BRAKES, HELD MY POS, AND DID MY RUN-UP. TO MY KNOWLEDGE I TURNED TO MONROE TWR AND CALLED. AFTER 2 CALLS I DIDN'T HEAR A REPLY, JUST HEAVY STATIC. ON THE THIRD CALL I HEARD A REPLY, BUT IT WAS VERY UNCLEAR. AS I SAT THERE WAITING I CALLED BACK AND ASKED IF THEY HAD CLRED ME TO DEPART 17. AT THAT POINT I HEARD WHAT WAS TO MY UNDERSTANDING A CLRNC FOR ME TO DEPART 17. BEFORE MOVING I CALLED BACK AND TOLD THEM THAT I WAS DEPARTING 17. HEARING NO RESPONSE I TAXIED ONTO THE CENTRAL RWY AND BEGAN MY TKOF ROLL. AT THAT POINT I HEARD ANOTHER ACFT, WHICH WAS AN SMA, CALL GO AROUND. AS I CLBED OUT I NOTICED THE SMA AT MY 2 O'CLOCK, TURNING RIGHT XWIND FOR 17. AS I CONTINUED MY STANDARD RATE CLB I THEN, TO MY KNOWLEDGE, WAS HANDED OFF TO DEP, WHO TOLD ME TO CONTINUE ON COURSE HDG. AFTER ANSWERING I STARTED MY STANDARD RIGHT-HAND TURN TOWARD RUSTON WHEN DEP CALLED BACK AND TOLD ME TO GO BACK TO MY RWY HDG BECAUSE OF INBND TFC. I THEN IMMEDIATELY TURNED BACK TO MY ORIGINAL HDG OF 17. AFTER GETTING TFC IN SIGHT, DEP TOLD ME TO CONTINUE ON COURSE TO RUSTON AND GAVE ME CTL TWR'S PHONE # AND TO NOTIFY THEM WHEN I ARRIVED IN RUSTON.
