Narrative:

Assigned to maintenance ferry flight. Ferry permit indicated both engines to be operated in 'manual' mode, with electronic control unit disabled. Since we had no procedure to do this, we contacted maintenance control and asked them to provide procedures for us to follow. They gave new procedures for ground operations, takeoff, en route and landing. After the flight, we discovered that a minimum of 1 electronic control unit is required, even for ferry flts.

Title: A DEHAVILLAND 8-200 WAS DISPATCHED IN NON COMPLIANCE ON A MAINT FERRY WITH BOTH ENG ELECTRONIC CTL UNITS INOP.

Narrative: ASSIGNED TO MAINT FERRY FLT. FERRY PERMIT INDICATED BOTH ENGS TO BE OPERATED IN 'MANUAL' MODE, WITH ELECTRONIC CTL UNIT DISABLED. SINCE WE HAD NO PROC TO DO THIS, WE CONTACTED MAINT CTL AND ASKED THEM TO PROVIDE PROCS FOR US TO FOLLOW. THEY GAVE NEW PROCS FOR GND OPS, TKOF, ENRTE AND LNDG. AFTER THE FLT, WE DISCOVERED THAT A MINIMUM OF 1 ELECTRONIC CONTROL UNIT IS REQUIRED, EVEN FOR FERRY FLTS.
