Narrative:
Near filps intersection, we received a radar vector, heading 170 degrees, a vector to final (ILS runway 9 swf) at 6000 ft. Shortly thereafter, the controller issued a descent to 3000 ft, I initiated a 250 KT descent (approximately 1900 FPM) to 3000 ft. On our way to 3000 ft, I noticed the radar altimeter starting to count down slowly from 2500 ft. Also, I had occasional visual contact with the ground, which I thought looked closer than normal. A few seconds after this, the GPWS gave a 'terrain, terrain' alert. Immediately executed the escape maneuver as per air carrier's SOP, simultaneously, the controller stated that we were 'cleared to 4000 ft.' I leveled at 4000 ft with no further incident.

Title: A CRJ-200 CAPT RPTED THAT GPWS AND N90 ALERTED HIM TO A POTENTIAL CFIT NEAR FILPS INTXN.
Narrative: NEAR FILPS INTXN, WE RECEIVED A RADAR VECTOR, HDG 170 DEGS, A VECTOR TO FINAL (ILS RWY 9 SWF) AT 6000 FT. SHORTLY THEREAFTER, THE CTLR ISSUED A DSCNT TO 3000 FT, I INITIATED A 250 KT DSCNT (APPROX 1900 FPM) TO 3000 FT. ON OUR WAY TO 3000 FT, I NOTICED THE RADAR ALTIMETER STARTING TO COUNT DOWN SLOWLY FROM 2500 FT. ALSO, I HAD OCCASIONAL VISUAL CONTACT WITH THE GND, WHICH I THOUGHT LOOKED CLOSER THAN NORMAL. A FEW SECONDS AFTER THIS, THE GPWS GAVE A 'TERRAIN, TERRAIN' ALERT. IMMEDIATELY EXECUTED THE ESCAPE MANEUVER AS PER ACR'S SOP, SIMULTANEOUSLY, THE CTLR STATED THAT WE WERE 'CLRED TO 4000 FT.' I LEVELED AT 4000 FT WITH NO FURTHER INCIDENT.
