Narrative:

I was on my cross country and my destination was boca raton. I landed there and stayed a while. When I was leaving the airport, I did my run-up check in the run-up area and then I called up boca tower. The tower told me to hold short and I misunderstood him. I thought he told me to position and hold because an aircraft had just finished taking off in front of me. I saw the approach end was clear and I called back the tower and repeated back what I thought I heard. I said 'position and hold for aircraft X.' there was no response from the tower. As I got on about half the active, I then saw a guy/aircraft turned from base to final. While listening on the radio, the aircraft on final asked the tower if they should land and the tower said cleared to land. The aircraft then told the tower that they cannot because there was an aircraft (me) on the active. Just from listening to the tower, it was as if they weren't paying any attention because there was a bit of hesitation and stuttering. Then the tower told them to go around and told me to taxi off the active and go back to the ramp. When I switched over to ground frequency, they told me that I cannot take off without an instructor in the aircraft, and this was said to me in a rough manner. So I called flight school and they sent my instructor down. Then I was able to leave.

Title: LOW TIME PA28 PLT ENTERS RWY AT BCT CAUSING GAR.

Narrative: I WAS ON MY XCOUNTRY AND MY DEST WAS BOCA RATON. I LANDED THERE AND STAYED A WHILE. WHEN I WAS LEAVING THE ARPT, I DID MY RUN-UP CHK IN THE RUN-UP AREA AND THEN I CALLED UP BOCA TWR. THE TWR TOLD ME TO HOLD SHORT AND I MISUNDERSTOOD HIM. I THOUGHT HE TOLD ME TO POS AND HOLD BECAUSE AN ACFT HAD JUST FINISHED TAKING OFF IN FRONT OF ME. I SAW THE APCH END WAS CLR AND I CALLED BACK THE TWR AND REPEATED BACK WHAT I THOUGHT I HEARD. I SAID 'POS AND HOLD FOR ACFT X.' THERE WAS NO RESPONSE FROM THE TWR. AS I GOT ON ABOUT HALF THE ACTIVE, I THEN SAW A GUY/ACFT TURNED FROM BASE TO FINAL. WHILE LISTENING ON THE RADIO, THE ACFT ON FINAL ASKED THE TWR IF THEY SHOULD LAND AND THE TWR SAID CLRED TO LAND. THE ACFT THEN TOLD THE TWR THAT THEY CANNOT BECAUSE THERE WAS AN ACFT (ME) ON THE ACTIVE. JUST FROM LISTENING TO THE TWR, IT WAS AS IF THEY WEREN'T PAYING ANY ATTN BECAUSE THERE WAS A BIT OF HESITATION AND STUTTERING. THEN THE TWR TOLD THEM TO GO AROUND AND TOLD ME TO TAXI OFF THE ACTIVE AND GO BACK TO THE RAMP. WHEN I SWITCHED OVER TO GND FREQ, THEY TOLD ME THAT I CANNOT TAKE OFF WITHOUT AN INSTRUCTOR IN THE ACFT, AND THIS WAS SAID TO ME IN A ROUGH MANNER. SO I CALLED FLT SCHOOL AND THEY SENT MY INSTRUCTOR DOWN. THEN I WAS ABLE TO LEAVE.
