Narrative:

I was the first officer on a crj flight from ywg. On takeoff, we received a pack high pressure light. We ran through our appropriate QRH checklist, and the problem persisted. We leveled off at 13000 ft and asked to proceed back to cywg. We were aware we were overweight. The dispatchers from our company also reminded us we were overweight. I advised the captain of this information. He weighed the options and said at this point that passenger comfort was a priority since we had no air flow to the cabin and it was heating up quickly. He continued the approach in VMC to runway 31 and touched down approximately 135 KTS very soft. Situation was uneventful. We taxied to gate and deplaned passenger with normal procedures.

Title: OVERWT LNDG PERFORMED AFTER A RETURN LAND MANDATED BY A MALFUNCTION OF THE PACK SYS OF AN RJ FLT ON DEP 20 NM FROM CYWG, MB.

Narrative: I WAS THE FO ON A CRJ FLT FROM YWG. ON TKOF, WE RECEIVED A PACK HIGH PRESSURE LIGHT. WE RAN THROUGH OUR APPROPRIATE QRH CHKLIST, AND THE PROB PERSISTED. WE LEVELED OFF AT 13000 FT AND ASKED TO PROCEED BACK TO CYWG. WE WERE AWARE WE WERE OVERWT. THE DISPATCHERS FROM OUR COMPANY ALSO REMINDED US WE WERE OVERWT. I ADVISED THE CAPT OF THIS INFO. HE WEIGHED THE OPTIONS AND SAID AT THIS POINT THAT PAX COMFORT WAS A PRIORITY SINCE WE HAD NO AIR FLOW TO THE CABIN AND IT WAS HEATING UP QUICKLY. HE CONTINUED THE APCH IN VMC TO RWY 31 AND TOUCHED DOWN APPROX 135 KTS VERY SOFT. SIT WAS UNEVENTFUL. WE TAXIED TO GATE AND DEPLANED PAX WITH NORMAL PROCS.
