Narrative:

WW24 in position runway 9L. C525 was crossing at taxiway J (over 9000 ft downfield).scanned runway, was conducting a relief briefing. Ground controller was busy and through the session routinely did not call runway clear. After briefing was nearly complete, I scanned runway 9L again looking around window mullion (brace). I felt runway was clear of all aircraft. Cleared WW24 for takeoff and apparently C525 was still on a portion of runway 9L 9000 ft downfield. Briefing was in progress. Downfield visibility is very poor due to short tower. Window brace is in direct line of sight of taxiway J. C525 is very low profile aircraft. Ground control too busy to call 'crossing complete.' hazy WX.

DOWNFIELD VISIBILITY IS VERY POOR DUE TO SHORT TWR. WINDOW BRACE IS IN DIRECT LINE OF SIGHT OF TXWY J. C525 IS VERY LOW PROFILE ACFT. GND CTL TOO BUSY TO CALL 'XING COMPLETE.' HAZY WX.
