Narrative:

Several times during jun, mon and tue, I cleared group 1 and group 2 aircraft to land on runway 18 and hold short of runway 23 (3900 ft). All aircraft in question advised they would hold short of runway 23. I applied this restriction because airport personnel were painting the departure end of runway 18. I was under the impression that this was legal since we routinely issue this same restriction to group 1 and group 2 aircraft when aircraft are operating on runway 23 (simultaneous operations). On jun/tue I was advised by a fellow controller during a discussion that this action violates paragraph 3-5 of the 7110.65.

Title: LCL CTLR CLRS ACFT TO LAND ON OCCUPIED RWY WHILE MAINT CREW WORKING AT DEP END.

Narrative: SEVERAL TIMES DURING JUN, MON AND TUE, I CLRED GROUP 1 AND GROUP 2 ACFT TO LAND ON RWY 18 AND HOLD SHORT OF RWY 23 (3900 FT). ALL ACFT IN QUESTION ADVISED THEY WOULD HOLD SHORT OF RWY 23. I APPLIED THIS RESTRICTION BECAUSE ARPT PERSONNEL WERE PAINTING THE DEP END OF RWY 18. I WAS UNDER THE IMPRESSION THAT THIS WAS LEGAL SINCE WE ROUTINELY ISSUE THIS SAME RESTRICTION TO GROUP 1 AND GROUP 2 ACFT WHEN ACFT ARE OPERATING ON RWY 23 (SIMULTANEOUS OPS). ON JUN/TUE I WAS ADVISED BY A FELLOW CTLR DURING A DISCUSSION THAT THIS ACTION VIOLATES PARAGRAPH 3-5 OF THE 7110.65.
