Narrative:
F16, no mode C, at 2000 ft on right runway 25 at lrf, requesting PAR approach and cleared back to fsm, and C130 was being boxed around for priority traffic. I was extremely busy. Traffic was very congested in small area. The F16 and C130 crossed paths on downwind. As soon as I realized it, I took corrective action. Then C130 and F16 lost separation.
