Narrative:

Running triple simultaneous ILS approachs to cvg. Aircraft on the center runway (runway 18C) was cleared for his approach to cross outer fix lamah at 7000 ft. The approach plate shows a crossing restr at antri of 6000 ft. The aircraft on the ILS are locking onto the GS and flying it down. This puts the aircraft at 6800 ft outside of lamah and 5800-5700 ft 1/2 mi outside of antri. I was vectoring aircraft to intercept the runway 18L ILS at 5000 ft. I was establishing my aircraft outside of philo. Philo and antri are almost side-by-side on the finals. I was charged with 2 operrors because on 2 consecutive arrs; management determined my aircraft was not established on and cleared for the approach prior to losing vertical separation. When it was pointed out to the operations manager at cvg that the aircraft were descending early on the center localizer; he stated that the pilot did not have to follow the approach plate. The pilot had the right to follow the glide path and ignore the crossing restr. He still feels this way. Running triple ILS approachs at cvg is an unsafe operation and will result in more operrors and pltdevs as long as management will do nothing to resolve this discrepancy. Union talked to air carrier X operations and their airplanes are programmed to fly the approach with the crossing restrs. He talked to air carrier Y's operations; and their planes are not programmed as such. Every one of their planes will bust the crossing restrs.

Narrative: RUNNING TRIPLE SIMULTANEOUS ILS APCHS TO CVG. ACFT ON THE CTR RWY (RWY 18C) WAS CLRED FOR HIS APCH TO CROSS OUTER FIX LAMAH AT 7000 FT. THE APCH PLATE SHOWS A XING RESTR AT ANTRI OF 6000 FT. THE ACFT ON THE ILS ARE LOCKING ONTO THE GS AND FLYING IT DOWN. THIS PUTS THE ACFT AT 6800 FT OUTSIDE OF LAMAH AND 5800-5700 FT 1/2 MI OUTSIDE OF ANTRI. I WAS VECTORING ACFT TO INTERCEPT THE RWY 18L ILS AT 5000 FT. I WAS ESTABLISHING MY ACFT OUTSIDE OF PHILO. PHILO AND ANTRI ARE ALMOST SIDE-BY-SIDE ON THE FINALS. I WAS CHARGED WITH 2 OPERRORS BECAUSE ON 2 CONSECUTIVE ARRS; MGMNT DETERMINED MY ACFT WAS NOT ESTABLISHED ON AND CLRED FOR THE APCH PRIOR TO LOSING VERT SEPARATION. THE PLT HAD THE RIGHT TO FOLLOW THE GLIDE PATH AND IGNORE THE XING RESTR. HE STILL FEELS THIS WAY. RUNNING TRIPLE ILS APCHS AT CVG IS AN UNSAFE OP AND WILL RESULT IN MORE OPERRORS AND PLTDEVS AS LONG AS MGMNT WILL DO NOTHING TO RESOLVE THIS DISCREPANCY. UNION TALKED TO ACR X OPS AND THEIR AIRPLANES ARE PROGRAMMED TO FLY THE APCH WITH THE XING RESTRS. HE TALKED TO ACR Y'S OPS; AND THEIR PLANES ARE NOT PROGRAMMED AS SUCH. EVERY ONE OF THEIR PLANES WILL BUST THE XING RESTRS.
