Narrative:

On approach to runway 1 at ZZZ, flaps jammed at 16 degrees when flap handle was selected to 40 degrees. Executed missed approach and ran trailing edge flaps disagree procedure in QRH. Declared emergency due to flight control malfunction and landed at ZZZ uneventfully. Callback conversation with reporter revealed the following information: the reporter stated the cause of failure in the trailing edge flap system is unknown as maintenance has released no information on the incident.
