Narrative:

A departure clearance was given on the ground at dca -- the northwest noise abatement departure procedure P56 to intercept the airway off the 264 degree heading after departure. I read back a clearance to turn to a heading of 328 degrees which is off the departure procedure. Dca clearance again read back a heading of 264 degrees to intercept an airway. When we followed the instruction given to us by dca clearance, potomac departure informed us we were not on the departure procedure and vectored us to the next fix.
