Narrative:
Aircraft #1 departed dca and did not establish communications with appropriate ATC sector until 7 mi northeast of airport. Target of aircraft #1 was incorrectly displayed on the radar screen: its data block was assigned to another sector; and that sector's data blocks were inhibited. By the time the situation was recognized; aircraft #1 came in close proximity of aircraft #2.

Title: PCT CTLR EXPERIENCED OPERROR AT 1900 FT WHEN DCA DEP WAS LATE IN CONTACTING CTLR AND ASSOCIATED DATA BLOCK WAS ASSIGNED TO ANOTHER SECTOR.
Narrative: ACFT #1 DEPARTED DCA AND DID NOT ESTABLISH COMS WITH APPROPRIATE ATC SECTOR UNTIL 7 MI NE OF ARPT. TARGET OF ACFT #1 WAS INCORRECTLY DISPLAYED ON THE RADAR SCREEN: ITS DATA BLOCK WAS ASSIGNED TO ANOTHER SECTOR; AND THAT SECTOR'S DATA BLOCKS WERE INHIBITED. BY THE TIME THE SIT WAS RECOGNIZED; ACFT #1 CAME IN CLOSE PROX OF ACFT #2.
