Narrative:

Following PAPI (2 light system) to runway 28, trees seemed close to aircraft. Radar altimeter showed less than 100 ft about 1/4 mi from runway, yet PAPI showed us above glide path. Is this PAPI correctly aligned? Also, this PAPI is not available when the airport beacon comes on. Should the PAPI be available during daylight hours? It is a shame to have it only available after dark.

Title: PLT OF C208 ADVISED THE PAPI TO RWY 28 AT 7G0 APPEARS TO BE MISALIGNED, CAUSING AN ON GS INDICATION TO RESULT IN THE ACFT BEING TOO LOW. IN ADDITION, DISAPPROVES OF THE LACK OF FULL TIME PAPI.
