Narrative:

We were cleared into position and hold on runway 18L. The controller told us there was traffic 3 1/2 mi on approach. We were on the runway awaiting takeoff clearance when the controller said 'this isn't going to work! Exit the runway immediately!' I then made an immediate right hand turn and came nose-to-nose with a B757. My first officer noted that we were 'trapped' on the runway and told the local controller that we could not exit the runway and to have the landing aircraft go around. The controller responded with a 'go around' instruction to the oncoming aircraft. The aircraft did as instructed. However, the controller then told the B757 to position and hold. The pilot responded that he was unable and asked the controller if he was looking out the window. The controller evidently thought that we had exited the runway and did not understand the situation that had just transpired. Finally, he asked us if we were ready for takeoff. I was able to maneuver the aircraft back around to the centerline of the runway and made a normal takeoff without any further problems. Title: CVG LCL CTLR RECOGNIZES THAT CL65 IN POS SPACING WITH LNDG D328 WILL HAVE INSUFFICIENT SEPARATION, TELLING THE CL65 TO EXIT RWY. CL65 IS BLOCKED BY HOLDING B757 AND TELLS LCL CTLR TO INITIATE GAR TO D328.

Narrative: WE WERE CLRED INTO POS AND HOLD ON RWY 18L. THE CTLR TOLD US THERE WAS TFC 3 1/2 MI ON APCH. WE WERE ON THE RWY AWAITING TKOF CLRNC WHEN THE CTLR SAID 'THIS ISN'T GOING TO WORK! EXIT THE RWY IMMEDIATELY!' I THEN MADE AN IMMEDIATE R HAND TURN AND CAME NOSE-TO-NOSE WITH A B757. MY FO NOTED THAT WE WERE 'TRAPPED' ON THE RWY AND TOLD THE LCL CTLR THAT WE COULD NOT EXIT THE RWY AND TO HAVE THE LNDG ACFT GO AROUND. THE CTLR RESPONDED WITH A 'GAR' INSTRUCTION TO THE ONCOMING ACFT. THE ACFT DID AS INSTRUCTED. HOWEVER, THE CTLR THEN TOLD THE B757 TO POS AND HOLD. THE PLT RESPONDED THAT HE WAS UNABLE AND ASKED THE CTLR IF HE WAS LOOKING OUT THE WINDOW. THE CTLR EVIDENTLY THOUGHT THAT WE HAD EXITED THE RWY AND DID NOT UNDERSTAND THE SIT THAT HAD JUST TRANSPIRED. FINALLY, HE ASKED US IF WE WERE READY FOR TKOF. I WAS ABLE TO MANEUVER THE ACFT BACK AROUND TO THE CTRLINE OF THE RWY AND MADE A NORMAL TKOF WITHOUT ANY FURTHER PROBS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR PROVIDED NO ADDITIONAL INFO SPECIFIC TO INCIDENT.
