Narrative:

I was checking out the airplane's autoplt's performance on a coupled approach on the ILS runway 32 at okv, winchester, va. Approaching the cladd intersection, the IAF for the ILS runway 32 at okv, another airplane announced that he had intercepted the localizer inbound for runway 32. He did not give his position on the localizer, nor did he answer my request for his position. So, in order not to cause a conflict on the localizer, I turned outbound in the holding pattern at cladd and completed 2 orbits. I did have a moving map display of the ADIZ boundary which did not show any penetration of the ADIZ zone boundary. Potomac approach claims that I penetrated the ADIZ on both orbits. The average mean distance from cladd intersection to the ADIZ boundary is 2.2 mi. This leaves no margin for error in the cladd holding pattern. For the duration of the dc ADIZ, the holding pattern should be flipped over and flown on the northwest side of the cladd intersection. Since this was not a formal IFR flight, I probably did not give enough thought and study to the approach plate and the low level en route chart. In addition, the distraction of the other airplane on the localizer inbound forced me to go into the holding pattern which I had not planned for. I should have just made a couple of 360 degree turns over cladd and that would have prevented me from getting anywhere near the ADIZ boundary.

Title: A GLASAIR 2R SINGLE PLT VIOLATED THE DC ADIZ.

Narrative: I WAS CHKING OUT THE AIRPLANE'S AUTOPLT'S PERFORMANCE ON A COUPLED APCH ON THE ILS RWY 32 AT OKV, WINCHESTER, VA. APCHING THE CLADD INTXN, THE IAF FOR THE ILS RWY 32 AT OKV, ANOTHER AIRPLANE ANNOUNCED THAT HE HAD INTERCEPTED THE LOC INBOUND FOR RWY 32. HE DID NOT GIVE HIS POS ON THE LOC, NOR DID HE ANSWER MY REQUEST FOR HIS POS. SO, IN ORDER NOT TO CAUSE A CONFLICT ON THE LOC, I TURNED OUTBOUND IN THE HOLDING PATTERN AT CLADD AND COMPLETED 2 ORBITS. I DID HAVE A MOVING MAP DISPLAY OF THE ADIZ BOUNDARY WHICH DID NOT SHOW ANY PENETRATION OF THE ADIZ ZONE BOUNDARY. POTOMAC APCH CLAIMS THAT I PENETRATED THE ADIZ ON BOTH ORBITS. THE AVERAGE MEAN DISTANCE FROM CLADD INTXN TO THE ADIZ BOUNDARY IS 2.2 MI. THIS LEAVES NO MARGIN FOR ERROR IN THE CLADD HOLDING PATTERN. I SHOULD HAVE JUST MADE A COUPLE OF 360 DEG TURNS OVER CLADD AND THAT WOULD HAVE PREVENTED ME FROM GETTING ANYWHERE NEAR THE ADIZ BOUNDARY.
