Narrative:

WX closed off the arrival route into iad from the northeast. Aircraft were rerted into ZDC, head-on with departure traffic. Flight plan processing was a problem because of the unique situation of ZNY/ZDC and iad (potomac approach) and the way this is set up. Normally, ZNY hands aircraft off directly to potomac but in this situation, because of the WX, new york handed aircraft off to ZDC first. Some of the flight plans were not processing because of this. During the incident, I was involved in numerous conversations with potomac approach, and the ZNY. I was actually trying to accept a manual handoff when the incident occurred. The actual incident involved a foreign military GLF5 and a commuter. The GLF5 was descended to 8000 ft for the transition to potomac approach and was less than 5 mi standard separation during descent.

Title: WHILE SEQUENCING TFC INTO PCT, A ZDC ARTCC RADAR CTLR LOST SEPARATION BTWN A MIL GLF5 AND A JS41 COMMUTER.

Narrative: WX CLOSED OFF THE ARR RTE INTO IAD FROM THE NE. ACFT WERE RERTED INTO ZDC, HEAD-ON WITH DEP TFC. FLT PLAN PROCESSING WAS A PROB BECAUSE OF THE UNIQUE SIT OF ZNY/ZDC AND IAD (POTOMAC APCH) AND THE WAY THIS IS SET UP. NORMALLY, ZNY HANDS ACFT OFF DIRECTLY TO POTOMAC BUT IN THIS SIT, BECAUSE OF THE WX, NEW YORK HANDED ACFT OFF TO ZDC FIRST. SOME OF THE FLT PLANS WERE NOT PROCESSING BECAUSE OF THIS. DURING THE INCIDENT, I WAS INVOLVED IN NUMEROUS CONVERSATIONS WITH POTOMAC APCH, AND THE ZNY. I WAS ACTUALLY TRYING TO ACCEPT A MANUAL HDOF WHEN THE INCIDENT OCCURRED. THE ACTUAL INCIDENT INVOLVED A FOREIGN MIL GLF5 AND A COMMUTER. THE GLF5 WAS DSNDED TO 8000 FT FOR THE TRANSITION TO POTOMAC APCH AND WAS LESS THAN 5 MI STANDARD SEPARATION DURING DSCNT.
