Narrative:

Potomac handed me off to patuxent near tappannock and told me to stay clear of the patuxent restr area (R4005, R4007). While flying between the patuxent restr areas and the dc ADIZ, flew near a nuclear power plant which was not marked on the sectional aeronautical chart. Tfr states that pilots are advised to avoid flying above or near but does not state an altitude or distance from. They also mention to not circle power plants. Other tfr's state pilots are prohibited and given an altitude or distance. Patuxent did not state any flight deviations or the power plant during flight following. Pilot organization states pilots need to use flight following to help avoid problems with tfr's. Corrective actions: FAA needs to use flight planning software to ensure pilots are not violating tfr's. Or they could implement a system using a flight planning program. Graphical depictions are key to helping pilots stay clear of tfr's. This is especially important since tfr's can become active on short notice. The word text is difficult to understand, causes a lot of confusion and hence a lot of unnecessary violations. Controllers and pilots are over tasked with all the new tfr and ADIZ restrs. System needs to be improved. Need more critical information available to pilots in a graphical overview. Task saturation is an element which is causing a lot of problems. This is from the ATC controllers to the crews who are flying into these areas.
