The written description is poorly written -- easy to misunderstand that turboprop aircraft do not use jet turbine procedure. As a result, pilot did not follow proper procedure and separation may have been lost.

Narrative: PLT MISUNDERSTOOD THE STANDARD DEP DESCRIPTION. PROC DIFFERENT FOR JET VS PROP ACFT. THE WRITTEN DESCRIPTION IS POORLY WRITTEN -- EASY TO MISUNDERSTAND THAT TURBOPROP ACFT DO NOT USE JET TURBINE PROC. AS A RESULT, PLT DID NOT FOLLOW PROPER PROC AND SEPARATION MAY HAVE BEEN LOST.
