Narrative:

On approach to landing at benson, mn, there were workers on the runway, possibly patching cracks. There was a truck and worker at the far end of runway 14, which did not appear to be a factor. There was no indication the runway was closed. There was a worker at the approach end, standing near the middle of the runway. He was not visible until I was on very short final and I had to go around in order to land. He apparently was not watching for landing traffic. I had gotten my WX briefing for the short VFR cross country on the internet. I had announced my position several times on unicom.
