Narrative:

Socal acted very radical and questioned my flying in a very disturbing manner. There was no need to send us to march AFB because we were never in any form of an emergency or danger (vny was 18 mi away). On may/fri/03, we departed vny, ca, for a VOR approach into corona. As we got to the pdz VOR, we turned to 070 degrees to intercept 078 degree radial to begin the precision approach to corona, when I heard socal asking me to do 070 degrees. I confirmed I was doing 070 degrees. He insisted to rechk the directional gyro and told me again to do 070 degrees. I responded twice I was doing 070 degrees. When we turned to 258 degrees to pdz VOR, we were at 3000 ft on top of the overcast. We intercept the 237 degree radial out of pdz and begin our descent to 1490 ft. We got visual contact with the corona airport. Clouds then quickly closed down on us. We started our missed approach. At that time socal shouted, 'pull up, pull up.' I responded, 'I have started the missed approach and climbing.' he was very excited and made me very uncomfortable. We were on top very quickly because it was a very thin layer. I asked socal to vector us to another airport in the area that will not be below minimums. Socal told us to declare 'an emergency' and go to march AFB. I responded 3 times that I did not have an emergency and did not want to land in 'march' air force base (is on tape). He insisted so we did that. As we contacted march AFB, we told the tower that we did not have an emergency. As we landed we were approached by fire trucks, armed military police and the airport manager who wanted to know what was the emergency. We told them the entire story, that socal had insisted for us to land in march. His reply was, 'socal does it very frequently and we don't know why they send planes here,' when there is not an emergency. Needless to say, we felt very annoyed and disturbed. I have flown for 28 yrs, and 1173.5 hours, and I have never experienced a situation so much out of control by a controller. We do IFR approachs every other weekend and never had any kinds of problems.

WE WERE ON TOP VERY QUICKLY BECAUSE IT WAS A VERY THIN LAYER. I ASKED SOCAL TO VECTOR US TO ANOTHER ARPT IN THE AREA THAT WILL NOT BE BELOW MINIMUMS. SOCAL TOLD US TO DECLARE 'AN EMER' AND GO TO MARCH AFB. I RESPONDED 3 TIMES THAT I DID NOT HAVE AN EMER AND DID NOT WANT TO LAND IN 'MARCH' AIR FORCE BASE (IS ON TAPE). HE INSISTED SO WE DID THAT. AS WE CONTACTED MARCH AFB, WE TOLD THE TWR THAT WE DID NOT HAVE AN EMER. AS WE LANDED WE WERE APCHED BY FIRE TRUCKS, ARMED MIL POLICE AND THE ARPT MGR WHO WANTED TO KNOW WHAT WAS THE EMER. WE TOLD THEM THE ENTIRE STORY, THAT SOCAL HAD INSISTED FOR US TO LAND IN MARCH. HIS REPLY WAS, 'SOCAL DOES IT VERY FREQUENTLY AND WE DON'T KNOW WHY THEY SEND PLANES HERE,' WHEN THERE IS NOT AN EMER. NEEDLESS TO SAY, WE FELT VERY ANNOYED AND DISTURBED. I HAVE FLOWN FOR 28 YRS, AND 1173.5 HRS, AND I HAVE NEVER EXPERIENCED A SIT SO MUCH OUT OF CTL BY A CTLR. WE DO IFR APCHS EVERY OTHER WEEKEND AND NEVER HAD ANY KINDS OF PROBS.
