Narrative:

Ground told us to taxi to runway 9, hold short of runway 4L on taxiway south. CAT III approach were being made to runway 4R. Runway 4L lights were on. Ground told us to 'cross runway 4L.' problem was there were 3 aircraft holding short on runway 9 and we could not 'cross' the runway 4L, but would have had our tail on the runway. We said we would wait to cross until the aircraft could actually clear the runway 4L. Ground said we owned runway 4L and to cross. I said I'd wait since I don't like to park on runways especially in IFR conditions. Ground control then put another aircraft in front of us and stated he would continue to do so until we crossed. Later, tower supervisor agreed he was exercising poor judgement etc, etc, etc. He was very apologetic.

Title: B757 CREW REFUSED TO CROSS AND HOLD SHORT OF ASSIGNED BECAUSE HE WOULD BE HOLDING BEHIND 3 ACFT WITH HIS TAIL ON THE RWY.

Narrative: GND TOLD US TO TAXI TO RWY 9, HOLD SHORT OF RWY 4L ON TXWY S. CAT III APCH WERE BEING MADE TO RWY 4R. RWY 4L LIGHTS WERE ON. GND TOLD US TO 'CROSS RWY 4L.' PROB WAS THERE WERE 3 ACFT HOLDING SHORT ON RWY 9 AND WE COULD NOT 'CROSS' THE RWY 4L, BUT WOULD HAVE HAD OUR TAIL ON THE RWY. WE SAID WE WOULD WAIT TO CROSS UNTIL THE ACFT COULD ACTUALLY CLR THE RWY 4L. GND SAID WE OWNED RWY 4L AND TO CROSS. I SAID I'D WAIT SINCE I DON'T LIKE TO PARK ON RWYS ESPECIALLY IN IFR CONDITIONS. GND CTL THEN PUT ANOTHER ACFT IN FRONT OF US AND STATED HE WOULD CONTINUE TO DO SO UNTIL WE CROSSED. LATER, TWR SUPVR AGREED HE WAS EXERCISING POOR JUDGEMENT ETC, ETC, ETC. HE WAS VERY APOLOGETIC.
