Narrative:

I discovered I forgot the airworthiness directive fuel 5 mins after flight took off from XXX. It was discovered when I nearly sent another flight with same problem. Contributing factors would be just back from vacation, second day back, first day on long hauls, and within first 2 hours of shift. The first 2 hours is the easiest to make mistakes because a lot of things are taking place, ie, checking WX, reviewing previous dispatch flts, and checking out mels. This I feel is a borderline situation. There is plenty of fuel in contingency to cover airworthiness directive fuel and as far as remarks, the captain is going to fly the 700 correctly shutting off pumps when required whether there are remarks or not. If this problem is to be solved there should be a pop-up asking if we want to send release. It shouldn't be too hard. We have pop-ups for over ATOG and warnings about (tanker fuel) previous flight has not been dispatched.

CONTRIBUTING FACTORS WOULD BE JUST BACK FROM VACATION, SECOND DAY BACK, FIRST DAY ON LONG HAULS, AND WITHIN FIRST 2 HRS OF SHIFT. THE FIRST 2 HRS IS THE EASIEST TO MAKE MISTAKES BECAUSE A LOT OF THINGS ARE TAKING PLACE, IE, CHKING WX, REVIEWING PREVIOUS DISPATCH FLTS, AND CHKING OUT MELS. THIS I FEEL IS A BORDERLINE SIT.
