Narrative:

Aircraft #1 took a frequency change given to another aircraft. When that aircraft was then issued climb instructions, there was no reply. By the time the other aircraft (aircraft #2 was in another controller's airspace, under a different controller's control) was descended to 6000 ft, standard separation was lost (approximately 2 1/2 mi, 500 ft).

Title: PHL APCH CTLR EXPERIENCED LOSS OF SEPARATION.

Narrative: ACFT #1 TOOK A FREQ CHANGE GIVEN TO ANOTHER ACFT. WHEN THAT ACFT WAS THEN ISSUED CLB INSTRUCTIONS, THERE WAS NO REPLY. BY THE TIME THE OTHER ACFT (ACFT #2 WAS IN ANOTHER CTLR'S AIRSPACE, UNDER A DIFFERENT CTLR'S CTL) WAS DSNDED TO 6000 FT, STANDARD SEPARATION WAS LOST (APPROX 2 1/2 MI, 500 FT).
